With reference to the letter from the Home

Office No. 422719/87 of the 16th instant, regarding the

opium situation in Hongkong, a copy of which has been

forwarded to this department, I am directed by ir, Secretary Ramsay MacDonald to state, for the omsideration of Mr. Secretary Thomas, that he concura generally in the views expressed therein, and earnestly hopes that Sir R. Stubbs may be instruoted to take energetic measures against all persons and firms suspected of complicity

in the opium traffic.

As regards the particular case of Mr.

I am to refer to Foreign Office letter F 509/41/87,

of February 25th last, regarding the opium shipment on

the s.s. "Ferrara" which would appear to afford sufficient

evidence to enable Mr. Hemazee to be prosecuted for importing opium into Macao without a licence.
